Just think about what kind of stuff would make that picture. IMO it's a bit of a jump in logic but if you think about it, and maybe take in your surroundings, you'll figure it out. Honestly, these kinds of levels get me so much worse than the more puzzle-y ones. I had a tough time with 16, but ...
