Yes, that is indeed the one I'm deleting which keeps recreating itself.

Not only is this exactly what's happening to me (CD key error message) but this is also the exact situation I'm in (lost my ut2k3 cd key, used to play db, want to play again). The only thing is - deleting deathball.ini doesn't do anything. When I try to start deathball, it just gives me the error ...
