Try virtual dub to compress it. And if you have to increas the size so be it. Anything up to like 40mb is still a quick DL.

i added a comment on the news page with xvid settings, you might wanna try.

they are based on settings used in a 'scene' release to rip dvds, which seems about equivalent to what you want.
