Maybe that particular assclown is gone, maybe not.. but then again, there's always going to be people like Nutella that want to poison the game and go from server to server to do it. Cause hey.. not like the admins act together to stop that kind of thing.. Especially on servers with little to no admin presence but many regular players. I saw this problem with a guy called Wolf that aliased as other known players, owngoaled and left.. sometimes hitting other servers, sometimes just coming back with a different name. I identified his ass and banned him on most of the NA servers.. things went back to normal after that..
I like global bans. When used responsibly, it will prevent a problem bastard from being able to ruin games on unpoliced servers as soon as he is detected on any server. Sends the message that you don't come in and screw with the community - we'll find you and show you the door.

As more admins are coming online with UTAN, I've been pm'ed/im'id several times with ethics questions and concerns about this system and I'll try to address some of it here.
UTAN isn't meant for admins to employ in vendetta, and it's up to each admin in the DB-Community to make sure that it is employed in a responsible and justified way to prevent any perception of abuse.
How? First, there needs to be a standard that all admins agree to for banning people community wide. Any ban that is put in place should be one that every admin in the GISP will agree with. Doubly so, since their server will enforce it without their knowledge. Very careful judgement must be exercised in the use of a global ban. Sometimes other admins may need to review the ban details and the explanation/reason needs to clearly explain beyond the shadow of a doubt that the punishment fits the crime.
If there are to be community rules, all the UTAN servers' admins have to agree to them as well as uphold them.
Any and all rules should be publicly accessable. It may be helpful to have the location mentioned in the MOTD or RSS feed.
Banning is typically the last resort when it comes to enforcing rules. UTAN 2.0 will support timed suspensions which can be used as an incremental step as well.

The two 'other' categoy bans are for a pirate cdkey that has been spotted on our servers several times and a hack cd key that indicates that the client has been tampered with. All the people that play on our community servers have paid for a valid copy of UT2004 and have the right to enjoy internet play. Pirates do not.
The bullethead ban which was in place under my name has since been removed. I personally can't vouch for the validity of it, so I must defer to the admins who witnessed the events leading up to it. After a review, the ban may be recreated with the necessary supporting explanation.
