85 is the framerate that the engine uses for capping online. it's for everything that runs with ut2004.
if your framerate is capped any lower, turn your netspeed up and turn off dynamic netspeed.

no, my framerate online in normal ut2k4 is much higher than that

UT2003 had an .ini setting that capped the FPS's online, does UT2004 have one as well?
