ok this comes up in gamespy query.

I dont see minnetver on ANY other types of servers, What is it?

It seems to think that minnetver\3180\ is the server version, therefore it thinks that the server is a non 2k4. so for an ASE fix you might want to think about fixing or changing that value in the next version.

Minnetver is the minimum client version required to connect to the server. It is not admin configurable.
