It would kill the n00b cannon completely, but would make intercepting passes very hard.
Boosting would be affected too, so no more broomstick goals, but no boost == slow gameplay (don't bring up sprint).
Most of my volley shots are snapshots from other people's passes from one side of the p-box to centre. It it had to be charged up, that kind of shot would be made very tricky, if not impossible. The only plausable volley-style would be from veeeery long passes, or wall-pass self-volleys, which we mostly all agree are not a positive thing for a team-based game.
The mechanics of damage would also change. Maybe having the charge affect the amount of damage taken? ie No charge hit = 50 damage, Full Power == Death?
Hmmm, I would have to say on the whole, keep volleying as it is...
Second thought...I've just realised everything I said above would only apply if the shield charged as slow as it does in the standard ut2003. If it was changed to say, full power in 0.5s of charge, that might just work.
It would still be a major change in gameplay though, and one not to be done without a lot of thought beforehand.
