It was an MVS / Neo-Geo and Sega Saturn game. Beefsack seems to know a lot of NG games so I was betting on him knowing it. It's a bit obscure.

I owned one. Regret selling it.
It's a bit like Bubble Bobble I guess, only you rearrange the 'bubbles' that are already there as opposed to adding new ones.
