Just think about what kind of stuff would make that picture.
IMO it's a bit of a jump in logic but if you think about it, and maybe take in your surroundings, you'll figure it out.
Honestly, these kinds of levels get me so much worse than the more puzzle-y ones. I had a tough time with 16, but levels like, say, 12 or 14, were absolute nightmares.

this game is the best thing my idiot brain could encounter
first there was that battleship thing two levels ago which got me dead
and now this level just made me laugh out loud, especially with the wrong answers
