I’ve found an image and a message. I’ve tried to decode and get an answer based on what led me to the message but I have not been successful. Can I PM someone?

Hey, I've got the obvious word and I'm pretty sure about what to do next, but seems like the method doesn't work on the pic. Can I PM someone for a little hint?
