I think that Following Letters tells you that you're not allowed to use any other letters

Well no, not really. I think it would say "only the following letters" if you really meant we could only use "the following letters".

I read it to say "using the following letters in conjuction with any other letters as long as you don't repeat the letters TOWAR."

But I could be pusing it here.
