I can only answer for DB-SmallEnclosure. I've never gotten these issues (Radeon 9700 pro). The circle around the ball area is a done the same as cube. A square texture with an alpha channel so only the circle is shown. The difference in this area between Cube and Small Enclosure is the ball spawn. Cube has it at the default settings where I set bcastshadow = True. This gets rid of the glow from the ball spawn when no ball is present. I've done this on all my maps. Small Enclosure is the only map with the center alpha texture.
I don't believe it's a map error or deathball problem. I believe it's video card limitations. Why this bugs out your card is beyound me. I will take note of this problem and try to avoid it in the future. Thanks for the info DiStUrbeD.
Cube and Chill are set up the same at the ball spawn area. Where are you people seeing a bug on Chill? I picture would help.

It seems your video card is bugging out on the alpha texture center circle in SmallEnclosure.
In Chill, the floor is all one texture. Why you see what you see (the picture), I don't know.
Is that a custom crosshair in the pictures? If so, try an epic one and see if you get the same results.
Also, try the DE CTF map - LavaGaint2. If the skybox looks like shit - your video card has limitations. I can't remember the explinations, but many older along with "MX" video cards couldn't handle the skybox textures in that map (my old Geforce4MX 400 produce a crap skybox in that map. Note the Geforce4MX is not really that old of a card). The sky box looks wild on my radeon 9700 pro.
I do believe a better video card would solve your problem. Maybe Deathballs center radar and bottom radar (Different than other mods) is causing, as One said, "Too many texture passes for the videocard's liking".
DiStUrbeD, deathball was the reason myself and all my freinds who play deathball, have upgraded our video cards. Deathball just doesn't handle as well as UT2003 does online. A good video card does help. My advise if you decide to upgrade your video card, would be not to over buy if you cpu is also old and your going to stick with that system for a while.

GF4MX is the best this computer can handle, but thanks for the tip..my next computer is going to have a radeon 9600 pro and a gig of ram, so that will help a lot.
Also someone in this topic also said they see the bug on chill (and they run a radeon as well)
Also, no the crosshair isn't custom, its one of the default crosshairs shipped with UT2003 (i've had it like that since i bought the game) The way it's shaped gives me a better perspective if im centered on where i want to be (such as if im stuck keeping, i can line myself up exactly between the posts, since i watch the radar's more then anything)
Anyway, im gonna make a post or something on the epic forums and see if they have an explination for it since davidm claims its the engine and not deathball
note: i will check out that map

Front side bus 800, and a mother board that has 8xAGP is what I would also want. They also make a difference. My freinds get much better framerate from thse two facts alone. I'm 400 bus with 4xAGP motherboard.
Note: RDram is dead and now slower than the new DDRram. Avoid any computers with RDram. Still some out there like mine.
