Having no nervous system is not a reason not to call them animals.
They belong to the kingdom of animals, but NOT to the phylum of chordates, meaning they are not characterized by a notochord (nerve chord in english? x_X) and (altho not necessary in the phylum of chordates) a backbone

Animals in the phylum of chordates are also sometimes called 'vertebrates'.
Your regular housefly however, belongs to the kingdom of Animalia (meaning it is an animal), the phylum of Arthropeda (dunno if spelled correct ;p), class of insect

It's genus is Musca and species domestica
