wow, i just played on ozforces server. 250 ping with 30% Packet Loss. wats up with that heh

Fallen i normally get about 120-130 ping on Twiggys server and it takes me about 5 mins to get used to it but after that its bearable

I was having ping issues recently and found that the following line in the deathball.ini and ut2003.ini when changed corrected my issue.
[Engine.LevelInfo]
bCapFramerate=False
you may need to add it. Below is a copy of the information as it appears in my deathball.ini file.

PhysicsDetailLevel=PDL_Medium
bLowSoundDetail=False
DecalStayScale=1.0
bNeverPrecache=False
bShouldPreload=True
bCapFramerate=False
With this set to true, my stat net packets would be 52 and it would take 10 minutes for my ping to settle down. I would join a game and my ping would fluctuate 130 + climbing as high as 1800. Packetloss was high. As we know, high ping means no fun on the field.
I hope this helps out someone who has issues. It took me a week to research this. It was only an issue with the game, my surfing was still fast, and that was my indication that my isp was not at fault. DOS ping and Tracert tests showed that there was not any problems between me and the servers. Options that I tried: Reinstall UT2k3, replace NIC, change Drivers for network, reinstalled home network on all three of my computers at home, removed old files and defragged all partitions on every drive, and praying. The latter was probably the reason my pings came down.

We all know praying the db god, Davidm, helps to fix ping problems with db.
vW do prayers to davidm before each league match now (the last 4 games or so).
It seemed to work well, so I recommend it to all the teams who wants to win.
