Because in China (and a lot of other Asian countries) they have something called Asian age reckoning.
They start counting the age at conception, not birth. And each "New Year" they gain another year.

Correct.
Bet it would've been harder to figure out if I had used the Gregorian calander. He was born on January 10 according to that calender.
...Then again you had "New Year" in quotes.
