I was thinking for a long time about a way to make people think it was something really scary and I just thought have evil giggle see it and scream and tell someone else to scream too giggle never did abad thing so it didn't affect her.

But Dawn did so it affected her

Yes or anyone else for that matter because they have all done something bad in their lives.
