Needs registry-fix.
UT2k3 and UT2k4 probably use the same key in the registry for this, to bind the .umod to the proper application (or whatever is used).
What you probably did was, while having UT2k3 installed, installing UT2k4, then uninstalling UT2k3 which deleted the registry key UT2k4 also used.
Try reinstalling UT2k4, maybe that will add the registry value back in (pretty sure actually

)
From what I remember there was a registry fix for this in UT, so I'm guessing the UT2k3 and 2k4 UMOD thingies are connected to registry values too :>

i believe the mod being wrapped in a umod wrapper is a requirement of the msuc thing.

another way to get a umod (ut2mod for 2k3, ut4mod for 2k4) is to do this:
start=>run=>cmd
cd \
cd UT200x (replace x with the number, this is if UT200x is installed in the default directory [C:\UT200x]
cd System
setup install filename.utxmod (replace this x with the 2 or the 4, depending on the game)
that works for both 2k3 and 2k4
if you are noob to command prompt, use cd to navagate to the folder you are looking for...i.e. if you have UT2004 installed into C:\Games\UT2004\
You would do
cd \
cd Games
cd UT2004
cd System
setup install filename.ut4mod
im sure you get the idea
edit: i forgot to say that you have to have the umod file inside the given System folder for this to work

How many releases of DB have been in UMOD form?
How many times do people get pissed off when DB breaks their UT cos they couldnt be arsed to read up?
Too many!
I dont think its exceptionally hard to make a UMOD, though tbh i wouldnt know, but i would doubt it - otherwise why bother...

or go to folder options, look in the list for UT4MOD and change its opening program to setup.exe from within the UT2k4 System's folder ^^ thats how I sorted mine btw

If jailbreak can do it, why not DB?
Cause it feels more leet to say .umod sucks and they dont want to use it
