I guess, Everton has to go to the UEFA Cup if things go by the rules.

As the rules currently stand Liverpool have no place in the Champion's League next year.

Not exactly, the UEFA has a place for UCL holders. It's just that FA wants to use its four spots in the UCL for the first four teams in the Premiership.

In short terms, FA wants to force UEFA to put 5 english teams in the UCL. But UEFA is not very willing to break the rules. And that is, that the 4th teams in the league goes to the UEFA Cup in that situation. Of course, ultimately its a decision of the FA to put Liverpool in or out, unless UEFA does the English a favour.

In 2000, the 4th spanish team went to UEFA Cup, and so should Everton now.

The FA rules say the top four go through, end of. There is just no way Everton will be denied their rightful place. It's purely down to UEFA.
