Connection Issues

Well... this has been going on for years now and... i'm a bit tired of having so many lag problems when playing db, never really managed to play db with decent conditions this whole time, so... if anyone can help me out, i'd really apretiate it...
Here's how it goes:
I have now a 4096/256 connection, cable. Back in the early days, i had 640/128, and it was _actually_ better, don't ask me how. The ping averaged from 70 in the best servers to 110 on the worst servers, which on its own is already bad when compared, but heck... i'm in portugal, right? :\
In the meantine, my ISP _slowly_ upgraded our connections.... first to 1024/128, then to 2048/256, and now finally to 4096/256.
except instead of showing higher performance, it revealed to become ridiculously worse during server gameplay.
If i start a download, thru IE or a download manager, the speeds are notable, 450 to 500 Kb/sec, which is nice... but when i login to a game server, namely the db servers, it's a lag fest (which is my current pub nickname).
In general, the ping is around 170ms... no lower than this, for a fact. Sometimes, on certain days and certain hours, the ping escalates, as in 200+, 300+, and the all sweet 999+.
The most visited public server these days is g.k.o., and sometimes 18+ when it's not on a pickup, i seem to lag the worst there too. DBL3 however, i once noticed good pings there (60ms, tho i was alone). Could it be a specific routing problem? But if so, could it be _this_ bad? :\ It's just so fucking nasty, i give up playing after 10 mins...
I know for a fact that nothing else is working on the background. I got firewall, anti-virus, i constantly check the open connections with "netstat -a", i've tried turning off the firewall and/or anti-virus, and even the packetloss count isn't that high anymore like in the old days, where it was terrible. It's just the ping that's terrible now.
I'm clueless to what is causing this. I get good pings in the World of Warcraft servers, and apparently the connection is fine everywhere else.
For example, what is the correct netspeed for my connection?
I used to have 8250 with my old conn, worked the best, now i've tried 10k, 9k, 8k, but with no improvements (actually 8250 still feels the best, despite being a 4 Mbit now o_0)...
Any suggestions or ideas could be useful.
