Why am i lagging so much?

How come whenever i start my ping is like 150 which since my computer is messed up to u it would be like 60-70 and to all my ping will then be 5 secs later about 600 then 700 900 999 can someone help me with this problem? BTW ns my bro got me banned from ur server can u unban ip? find me ill tell u the ip
