Timeouts
What about having timeouts? Each team would have 1 timeout and it could only be used when they have possession of the ball in their own half (would be semi-unfair for a team to set up a play to score a goal like that, and it takes a second to get back into the game, so the offense could take advantage of that and make a quick lob pass or something). Timeouts would last maybe 1 minute (longer? shorter?). Sometime when a team is down, they needed to strategize or give themselves a peptalk, and it would provide a good time to calm down and stretch or something, get a coke, etc. Would also be helpful for a team that is up, they could organize their defense better to keep the other team from coming back.
if 1/2 time was implemented that would totally kick ass IMO, moreso than timeouts.
after 15 mins, kill all players and make them all click ready again... this way the teams can pep talk and stuff. Also disable the say, and redsay & bluesay (for players) commands durring this time to prevent the "CLIIIIICK!!!!" spams. Put a max time limit on it of like 3 minutes and your set.

Meh, it might indeed be interesting in clanmatches to just have a few minutes, where u can click, of course with a timelimit.
Halftime shud have a countdown of 5 seconds, and should only start when the ball is on the ground with a low speed, dead on the ground, or being carried by some1.
On the other hand...admin pauses shud be limited, less abused by ppl (pauses for everything ffs >_<), otherwise it will all seriously destroy the flow of the game imo ^^;
